Eviction Tracking System: Version 3.0. Princeton: Princeton University, 2026. www.evictionlab.org. Renter households: 2020 census blocks, as in twin-cities-ward-renters-2020.csv. METHOD 1. Took the 12 full months before the Eviction Lab's update (Oct. 2025 to Sept. 2026). The update month itself is partial and left out. 2. Split each census tract's filings across the wards it overlaps, by each ward's share of the tract's 2020 renter households inside Minneapolis and Saint Paul (twin-cities-tract-ward-crosswalk.csv). Tracts in the rest of Hennepin and Ramsey counties are left out. 3. Divided by the ward's 2020 renter households, per 100. 4. Compared with the Eviction Lab's 2023-2024 average for the same months (its filings_avg column, the baseline its tracking page uses), split the same way. The file's pre-pandemic column (filings_avg_prepandemic_baseline, not in its data dictionary) is blank for 2026 months, so it isn't used. NUMBERS IN THIS BUILD Filings in Hennepin and Ramsey counties in the window: 15,170. Without an address the Eviction Lab could place ("sealed"): 551, not counted in any ward. In tracts outside the two cities: 6,536. COLUMNS See twin-cities-ward-evictions-dictionary.csv. twin-cities-ward-evictions.json is the same data for the site: w[city][ward] = [filings, per 100 renter households, percent of 2023-2024 average]. LIMITS The guide uses HOME Line's eviction figures wherever HOME Line and the Eviction Lab differ; this file is only for where filings happen. The Eviction Lab couldn't place far more 2025 filings than 2026 filings, which inflates its year-over-year changes for each city. A filing is a landlord starting an eviction case, not a completed eviction. Counts come from court records the Eviction Lab cleans and geocodes; expunged and sealed cases drop out, so these are undercounts. Filings are placed by the tenant's address in the court record. A few tracts straddle a city line; they are counted wholly inside the city, which can slightly overstate filings in edge wards. The 2020 census renter counts are older than the filings.
