SOURCE
Computed entirely from twin-cities-landlords.csv, the guide's landlord dataset (same folder). Its readme lists the city and county sources and when they were downloaded (Minneapolis rental licenses and violations and Saint Paul certificates of occupancy, Oct. 17, 2026; Metro Regional Parcel Dataset, Oct. 17, 2026).

METHOD
1. Took business-owned rows (owner_type = business). Buildings owned by private people are never ranked.
2. Summed each tax-bill group (owner_group_id): one row per group. Groups that share a label but have different IDs stay separate rows. The only merges are brands billed at more than one address, matched on the group label: Weidner Apartment Homes (\bWEIDNER\b), Bigos Management (\bBIGOS\b), Kleinman Realty (\bKLEINMAN\b), Eat Street Portfolio LLCs (^EAT STREET PORTFOLIO).
3. Left public bodies, nonprofits, churches and colleges off the rankings (column excluded = "public body, nonprofit or college"): a row is excluded when its label, or the owners of at least half its units, match a public agency, nonprofit, church or college name listed in build_rankings.py. 4. Left off tax-bill groups whose bills go to a bookkeeper or tax firm for separate owners rather than one company (Halverson & Blaiser Group; Altus Group), column excluded = "manager for separate owners".
5. Ranked by total units, and by Minneapolis violations per 100 Minneapolis units among owners with 100 or more Minneapolis units. Ties share the lower rank.
6. Rows whose owner is "not identified" or a private person in the landlord dataset are never ranked.

LIMITS
Tax-bill groups can join separate owners who share a manager, and can miss buildings billed elsewhere. Violations are city inspectors' findings, not court judgments. Saint Paul doesn't publish comparable violation data.

CHANGES
Oct. 24, 2026 (audit): rows are now one per tax-bill group ID (groups that only share a label were combined before); the only merges are the four named brands. Churches, more nonprofits, land banks and community development corporations, and the tax firm Altus Group are now left off the rankings. Rebuilt from the corrected landlord dataset (see its readme).

OUTLIER NOT IN THE RANKINGS
The card's Heritage Park and Sumner Field figure (492 violations on 216 licensed units, about 228 per 100) is the 39 Minneapolis licenses whose license owner is Sumner Field Partners LP, Heritage Park Partners LP or Sumner Field Phase II LP. The county parcel record names the Minneapolis Public Housing Authority, so in the landlord dataset these buildings sit in the housing authority's tax-bill group, which isn't ranked. The published copy of the license file leaves out owner names (many are people), so check this against the city's license data.
