Saint Paul rent stabilization appeals, May 1, 2022 to Nov. 1, 2025 (the city's label) Last updated: Oct. 24, 2026 Published by the Twin Cities Renter Guide, twincitiesrenterguide.com. SOURCE City of Saint Paul, response to a public records request, received Nov. 7, 2025: "Rent Stabilization Appeals -- 05-01-22 to 11-01-25". Copy included: saint-paul-rent-stabilization-appeals-2022-2025.pdf, with its document metadata (a city staff account name, the source workbook's file name, creation software and dates) removed; the page itself is unchanged. The original file's metadata gave a creation date of Oct. 13, 2025. METHOD Transcribed each row of the city's one-page table by year, who appealed and outcome (build_appeals.py), and kept the city's notes, quoted. No names or addresses are in the source or here. TOTALS Our rows add up to 35 appeals (2022: 6, 2023: 11, 2024: 6, 2025 (to Nov. 1): 12). The city's own total is 34: its 2023 total says 10, but its 2023 rows add up to 11. We kept the rows as given. Tenants filed 29 appeals and won or partly won 12. CODING CHOICES - 2024 landlord appeal, withdrawn: printed under the just cause block, whose 2024 total is blank, while the denial block's 2024 total is 2 with only one row under it. Coded as a denial appeal. - 2023 tenant note: the city wrote "1 pending LHO Rec and 2) resolved w/ agreed move-out". The "2)" could be a count or an item number; the note is quoted rather than turned into a count. COLUMNS See saint-paul-rent-stabilization-appeals-dictionary.csv. LIMITS 2025 is partial. The city labeled its file through Nov. 1, 2025, but the PDF was created Oct. 13, 2025, so appeals filed after that date may be missing. The guide has asked for 2026 records.
